Washtenaw County Board of Commissioners: Summary of Agendas for Oct. 21-22 meetings

On behalf of the Washtenaw County Board of Commissioners, please see the enclosed summary of the major items prepared for their consideration for the October 21st and 22nd meetings. It’s our goal to provide opportunities for the public to see and understand the items that the Board of Commissioners is considering each meeting.

Last Friday, Governor Whitmer signed a bill amending the Open Meetings Act to allow for virtual meetings through December 31, 2020. So, the Board of Commissioners and other public bodies may continue to meet virtually. Meeting agendas are attached to this email. Ways and Means Meeting 10.21.2020

HEALTH DEPARTMENT

Michigan Coronavirus Task Force on Racial Disparities Rapid Response Grant

  • Ratify the signature of the County Administrator on the MOU to the Michigan Public Health Institute for the period of October 1, 2020 to December 31, 2020
  • In the amount of $248,000
  • To provide financial support for a rapid response initiative in Washtenaw County to support flu vaccine clinics, COVID-19 testing, and to address health inequities
  • Existing staff will execute and manage the goals and commitments of this grant
  • The Health Department requests cost allocation associated with this grant be waived

CLERK

Election Administration Grant Award

  • Authorizing the Chair of the County Board of Commissioners to sign a grant agreement with the Center for Tech and Civic Life for the planning and operationalizing a safe and secure 2020 general election
  • Funding for non-budgeted expenditures from June 15, 2020 to December 31, 2020
  • Grant award in the amount of $53,174 with no county match required 

SHERIFF’S OFFICE

2020-2021 Automobile Theft Prevention Authority Funding

  • Ratify the signature of the County Administrator on the FY21 Reimbursement agreement with the Michigan State Police for participation in the South East Auto Theft Team (SEATT) for the period of October 1, 2020 through September 30, 2021 in the amount of $75,048
  • The SEATT program is an annual program that the County has participated in for several years that is managed by the Michigan State Police Automobile Theft Prevention Authority (ATPA)
  • By contributing a Deputy from the Sheriff’s Office to SEATT, County residents benefit from the Sheriff’s Office enhanced resources and investigative authority for automobile theft crimes
  • The ATPA award will reimburse the County for 60% of the salary, fringes, and overtime of a Deputy assigned to SEATT
  • ATPA staff approved Washtenaw County for total costs in the amount of $125,080
  • State Reimbursement: $75,048 || County GF Match: $50,032 

BOARD OF COMMISSIONERS

Statement on Equity and Inclusion (Non-Discrimination and Anti-Harassment Policy)

  • Updating and expanding the Washtenaw County Non-Discrimination and Anti-Harassment Policy to apply to all interactions, internal and external, with the County
  • Updating the Washtenaw County Building Maintenance/Modification Policy to update the current signage of single use restroom facilities to indicate that the restroom is available for anyone to use
  • Prioritizing single use restroom facilities in building design and renovation  

ADMINISTRATION

2021-2024 Budget Reaffirmation

  • Reaffirming the 2021 budget
  • Reaffirming the 2022 and 2023 budget projections
  • Approving the 2024 recommended budget

2020 General Fund and Non-General Fund Budget Adjustments

  • Technical adjustments to the General Fund
  • Technical adjustments to the Mental Health and Public Safety Millage to be in alignment with accounting and auditing requirements
  • Technical adjustments to the IT replacement fund

A resolution setting a public hearing for the amended 2021-2023 budgets and the recommended 2024 budget for Wednesday, November 4, 2020 at 6:45 pm.

RESOLUTIONS

From Ways and Means September 23, 2020

A resolution adopting schedule of civil monetary penalties for violations of local health orders at the Washtenaw County Health Department.

A resolution approving the submission of the 2020/2021 Secondary Road Patrol and Traffic Accident Prevention Program from the Washtenaw County Sheriff’s Office

A resolution authorizing the submission of the 2021 Emergency Management Performance Grant work agreement

A resolution allocating $50,000 to support the construction of a new building for the Ypsilanti District Library Superior Branch

A resolution allocating $50,000 to support Washtenaw County My Brother’s Keeper

BOARD OF COMMISSIONERS

A resolution confirming the appointment of two Deputy Medical Examiners

·       As County Medical Examiner functions are carried out through contractual agreements with the University of Michigan Health System, these appointments will not impact the budget nor require any position modifications.

·       Confirming the appointment of Myra Khan, D.O., effective October 14, 2020; and Confirming the appointment of Michael J Caplan, M.D., effective November 1, 2020 as Deputy Medical Examiner for Washtenaw County, as recommended by Medical Examiner, Dr. Allecia M Wilson.

A resolution approving the signature of the Chair of the Board on the three access easement agreements related to the construction of the Border-to-Border trail between Dexter and Chelsea

A resolution honoring Co-op month as October 2020

A resolution to explore a Sustainability partnership with the city of Ann Arbor 

Working Session meeting 10.22.2020

Broadband Taskforce – Summary of Findings and Status Update

Barb Fuller (Taskforce chairperson) along with taskforce members Ben Fineman, Melanie Bell and Gary Munce will provide a summary of the survey findings and an update on the work of the taskforce.

Budget Presentation

Kelly Belknap and Tina Gavalier from the County Finance Office will present on the 2021 budget recommendation.
